DC4EU Project Concludes

The DC4EU (Digital Credentials for Europe) project concluded in July 2025. ECCA was one of the leaders in this project, and we reflect on its mission, key use cases, and significant contributions to Europe’s digital identity landscape.

Launched under the Digital Europe Programme, DC4EU was set out to pilot the implementation of the European Digital Identity Wallet (EUDI Wallet) through real-life use cases in two essential sectors: education and social security. With a focus on cross-border interoperability, the project brought together a broad coalition of public authorities, universities, private stakeholders, and eID experts from across Europe.

In the education domain, DC4EU explored how the EUDI Wallet could be used to issue and verify digital diplomas and professional qualifications across borders. Building on frameworks such as EBSI and eduGAIN, the project developed demonstrators showing how students and institutions could seamlessly share and validate credentials throughout the EU.

In the social security domain, the project focused on enabling portable digital entitlements such as the PDA1 and the European Health Insurance Card (EHIC) that EU citizens could carry in their EUDI Wallet when moving or working abroad. This supports the EU's goals for better mobility, inclusion, and access to services.

Among its outcomes, DC4EU produced a wide range of technical pilots, policy recommendations, and publications. Notably, the project:

Delivered demonstrators and implementation blueprints for both domains.
Completed scientific papers on digital identity in social security, on trust and the EUDI Wallet ecosystem, on legal trust and interoperability and on designing European interoperable digital credentials in the education sector.

DC4EU also played an active role in stakeholder engagement, presenting its progress at major events such as the EUNIS Congress, the Global Digital Collaboration Conference, and its Final Conference in Madrid on July 9th, which brought together more than 150 participants.

DC4EU leaves behind a lasting contribution to the foundation of the European Digital Identity framework, offering practical insights, reusable components, and a collaborative model for digital trust services in Europe.

DC4EU will continue to maintain its visibility after the project concludes through the central EUDI Wallet channels. A dedicated webpage titled "Deliverables & Success Stories" will be available on the official EUDI Wallet website. This page will include:

  • A summary of the objectives and contributions of the DC4EU pilot
  • Key highlights from our work, including use cases, impact, and innovations
  • Publicly available deliverables
